Yes, they list it on
their website, and they describe it as "Creamy ice cream with a "Fruit Loops" cereal flavor and a wacky blue color!"
The Chocolate Shoppe makes their ice cream in Madison WI. Their ice cream is sold in stores with their own name as well as other, non-affiliated stores.
Their website lists 23 places in Illinois where it is sold, including 5 in Chicago, of which two are the Sweet Occasions and More mentioned above.

Yes, it is blue - usually a bright, shocking blue - and it usually has a vaguely almond-like flavor. At least, the Cedar Crest and Sherman's flavors do; I haven't had the Chocolate Shoppe version.
I was in Hartigan's the other day and I noticed that, in addition to the "plain" blue moon, they also had a variation on it with an additional ingredient mixed in. I think it might have been bits of cookie dough but I could be mistaken on that.
