    All Recipies has a ton of user-submitted recipies with reviews and ratings. 90% of them are free, but they mix in some links to paid subscription sites.

    This is what used to be SOAR, the Searchable Online Archive of Recipes at U-C Berkeley, one of the oldest online collections, dating to 1995. They now have some 70,000 recipes.

    Google has a fairly new tool in its search engine to limit searches of recipes by ingredients, prep time, and calories.
